Synopsis (short abstract) There are still 2.1 billion poor people and other 900 million living in extreme poverty, most of which live in rural areas. Most of the poor live in rural areas and 95% per cent of the rural poor live in East Asia, South Asia and sub-Saharan Africa. Most of the rural poor are smallholders and family farmers, who depend on agriculture for their food and income. FAO works through a multi-dimensional approach to address the challenges that poor family farmers face in their daily lives and increase their income generating capacity. At the policy level, FAO helps countries shape poverty reduction policies and programme that improve family farmers’ participation in decision-making, increase their access to resources, financial services, markets and technologies while increasing decent employment opportunities and promoting better social protection coverage in rural areas. At the community level, FAO empowers poor family farmers to participate in policy dialogue and decision-making processes that affect their livelihoods, and improves their capacities to access resources, services, markets, technologies and economic opportunities through agricultural, organizational and entrepreneurial skills.

    Since the land reforms of the 1990s, dualistic farm structures characterize the landscape of most transition countries in Europe and Central Asia, with large numbers of small subsistence and semi commercial family farms. Poverty, social vulnerability and other difficulties could prevent rural communities from fulfilling their role as important building blocks of food security. By enhancing productivity and income levels through sustainable intensification of production, better organization, ade quate services and integration into agrifood value chains, this Regional Initiative can contribute to the global goals of eradicating rural poverty and achieving food security and sustainable growth. Activities focus on sustainable management of agricultural land and water resources; sustainable intensification of smallholders’ production; strengthening the organizations of small producers and family farms; and enhancing access to rural services – such as advisory services and micro-loans.

    The goals of poverty eradication and of promoting sustainable patterns of consumption and production constitute the overarching framework and the rationale of the new global development agenda. In this context, FAO restates its commitment to achieving these goals, while sustaining the legacy of the International Year of Family Farming, through its strategic goal of reducing rural poverty in support to of family farmers and smallholder agriculture. As part of the strategy, it is fundamental to re cognize global and regional structural transformations and related policy trends in the field of family farming, as well as partnerships with key players influencing regional and national processes. The workshop “Support to Family farming and small scale agriculture to achieve rural poverty reduction. Opportunities and priorities to Strengthen FAO Regional Initiatives” will focus on assessing the trends in family farming and debating the strategy and achievements of the three FAO Regional Initia tives (RIs) related to family farming and smallholders. It will assess the impacts and gaps in FAO’s assistance to countries, identifying areas of focus to scale up the work at the policy level and promote the collaboration across regions to improve results.
