Synopsis (short abstract) In response to the unacceptable and chronic problems of food insecurity, malnutrition and hunger in the Horn of Africa (HOA), participants in a subregional workshop, Ending Hunger in the Horn of Africa: Moving from Rhetoric to Action, held in Addis Ababa, Ethiopia in October 2017, recommended that a High-Level Panel on Food Nutrition and Security (HLPFNS) be established at regional level in the HOA. In addition, it was proposed that Food and Nutrition Security(FNS) champions be identified at various levels – including community, subcounty, county, country and regional – to serve as a rallying point in intensifying political and financial commitments and sensitizing communities about food and nutrition insecurity.

    In October 2014, at its 41st session, the Committee on World Food Security (CFS) requested the High Level Panel of Experts (HLPE) to prepare a study on sustainable forestry for food security and nutrition (FSN) to inform the debates at the 44th CFS Plenary Session of October 2017. The key issue here is the multiple contributions of forests and trees to FSN1 in its four dimensions and how they can be optimized, at different spatial and temporal scales, in a context of increasing and competing dem ands on land, forests and trees (including for wood, food, energy and ecosystem services), as well as of climate change. This report is an evidence-based, comprehensive analysis of the diverse, direct and indirect, contributions of forests and trees to FSN. Chapter 1 examines the linkages between forests and FSN and proposes, for the purpose of this report, a conceptual framework and a forest typology grounded on management criteria. Chapter 2 provides an in-depth analysis of the channels throu gh which forests and trees contribute to FSN. Chapter 3 reviews the state of the world’s forests and identifies challenges and opportunities for forestry in relation to FSN. Chapter 4 is solution-oriented and discusses how to optimize the contributions of forests and trees to FSN in a sustainable manner.

    Food systems and agriculture are at a crossroads and a profound transformation is needed at all scales, not only to achieve Sustainable Development Goal 2 (SDG2) to “end hunger and all forms of malnutrition” by 2030 but also to address Agenda 2030 in its entirety, including human and environmental health, climate change, equity and social stability. Current trends, such as the new increase, since 2014, in the number of undernourished people and the alarming rate of all forms of malnutrition in all countries, and related tensions will be exacerbated if we fail to design and implement, in a very near future, food systems that ensure food security and nutrition while addressing all sustainability challenges. Agroecological and other innovative approaches in agriculture are increasingly praised for their potential contribution to reach these crucial goals. This report adopts a dynamic perspective, centred on the key concepts of transition and transformation. Ultimately, this rich and comprehensive report aims to fuel an exciting policy convergence process and help remove the lock-ins by developing a common understanding of these matters, so that concrete transition pathways can be implemented at all relevant scales, from farm, community and landscape to national, regional and global levels.
