No results found.This report was prepared in accordance of the evaluation plan approved by the Programme Committee at its 120th Session (November 2016). The objective of this synthesis is to examine the effectiveness of FAO’s Country Programme Framework (CPF) as a management tool for country-level programming, based on the findings from Country Programme Evaluations conducted by the Office of Evaluation (OED) and other sources. Twenty-one (21) Country Programme Evaluations carried out between 2011 and 2017 were reviewed. Because FAO made a major revision of the CPF guidelines in 2015, 55 CPFs developed since then were also reviewed to reflect the most recent information. An e-survey and several follow-ups were conducted to collect feedback from 21 FAO Representatives (FAORs) in the countries. Interviews with key informants from headquarters and regional offices were conducted to validate the findings. Other relevant documents, such as the reports of the Office of the Inspector General, were consulted. This report presents evidence on best practices, lessons learned and challenges related to planning, implementing, monitoring and evaluation of country programmes, and suggest a set of recommendations for enhancing the effectiveness of the CPFs. -

No results found.Building on the thematic evaluations undertaken by OED in the period 2014-17, this synthesis draws findings and lessons regarding the conceptualization, operationalization and results of the reviewed Strategic Framework. It concluded that the reviewed Strategic Framework is a significant and transformative step towards reorienting and repositioning a 70-year-old organization in a fast-evolving development landscape, to better address the emerging challenges to achieving FAO Members’ global goals and FAO’s vision. The reviewed Strategic Framework has fostered a new, inter-disciplinary way of working in FAO, broken traditional silos and placed new emphasis on partnerships. However, FAO faced several implementation challenges from issues relating to matrix management structure, skills and competencies in new thematic areas, and communication and resource mobilization for the Strategic Objectives, which constrained effectiveness. Looking ahead, the synthesis provides an analysis of the implications of recent global developments, such as the Agenda 2030 - Sustainable Development Goals, Climate Change Agreement and the UN Reform for the development of the next FAO Strategic Framework.

Ce rapport présente les résultats de l’évaluation finale du projet «Élimination des polluants organiques persistants et pesticides obsolètes et renforcement de la gestion du cycle de vie des pesticides au Bénin» (projet GCP/BEN/056/GFF), exécuté par la FAO et le Gouvernement du Bénin de mars 2015 à septembre 2021. Le projet est cohérent pas rapport aux priorités du pays et des partenaires. Le projet a su mobiliser l’approche champs-écoles des producteurs (CEP), la gestion intégrée de la production et des déprédateurs (GIPD) et des partenariats pertinents. Des lacunes au niveau du processus de gestion du cycle de vie des pesticides ont néanmoins été identifiées et des mesures correctives proposées. Le cadre réglementaire a été renforcé ainsi que les capacités nationales en décontamination des sites polluées, sécurisation des pesticides obsolètes et polluants organiques persistants (POP), analyse des échantillons de sol pollués, recyclage et gestion des emballages vides de pesticides, test et d’adoption de techniques et systèmes alternatifs basés sur la GIPD, etc. -

The project "Emergency response and support to vulnerable populations in at-risk areas of Burkina Faso" is financed by the Swedish International Development Agency. FAO implemented the project in partnership with the Government of Burkina Faso through the Ministry for Agriculture, Hydro-agricultural Development and Mechanisation. The project seeks to improve vulnerable populations’ access to food and to means of food production. This first phase of the evaluation focused on suggesting improvements to the project over the rest of its implementation period, and more particularly improvements as pertaining to relevance, efficiency and efficacy of the project. The implementation of these recommendations should allow the project and more generally FAO, the FAO Office in Burkina Faso and the Government, to close a project that has achieved its objectives -

No results found.There are numerous risks to the sustainability and stability of Indonesia’s farming system, food production system, supply chains, and ecosystems. The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference.This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations.Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.
