Synopsis (short abstract) Countries bordering the Indian Ocean, except for Australia, are largely underdeveloped. Although the populations are mainly rural and agricultural, several countries show the stresses of urbanization. Thirteen countries have been studied. On the whole, significant economic progress is being made. Rates of manufacturing growth of the Indian Ocean countries have been reasonably high. The dominant thrust of economic development in the Indian Ocean countries has been to reserve the domestic market f or local producers, usually by protective or promotional policies. In their strategies of import-substituting industrialization, the Indian Ocean countries consciously sacrificed a possibly high level of performance in agriculture and exporting. There is some evidence that these countries recognize that for too long they have pursued industrialization at the expense of agricultural and export sectors, income distribution, and employment effects. The total trust of development should henceforth b e better balanced. The devaluation of presently overvalued local currencies, a difficult step with far-reaching effects, might improve the lot of domestic agriculture and enhance agriculture's export potential.

    Food security analysis and policies for transition countries 2006

    This article explore the characteristics of food security in the context of the economies in transition. Those special characteristics derive from the “ legacies” of the socialist systems both economy-wide ones and others specific to agriculture and the food sector. Food insecurity in transition countries is considered predominantly “ transitory” , while social safety nets dating back to the socialist years provide some cushion. Market failures and other institutional constraints are prevalent, inhibiting the process towards improvement of the food security situation. Conflict takes a heavy toll in terms of hunger and malnutrition in economies in transition and macro level factors are at work to determine food security outcomes. At the same time socialist legacies determine differences in food security outcomes between transition and developing countries beyond what would be explained by income differences.
