    The objective of this guidance is to provide direction to decision-makers on how to start ranking the public health risk posed by foodborne hazards and/or foods in their countries. The primary focus is microbial and chemical hazards in foods, but the overall approach could be used for any hazard. This guidance was developed with a wide audience in mind, including but not limited to microbiologists, toxicologists, chemists, environmental health scientists, public health epidemiologists, risk analysts, risk managers, and policy makers. Political will and a strong commitment to modernize food safety are key to the successful development and implementation of any risk ranking effort at the country level.

    Recent global, regional and national food-borne disease outbreaks and/or large food recalls have had adverse impacts on consumer confidence in the safety of the food supply and agri-food production and trade (3). Post-event analysis of such events has indicated the importance of more effective use of risk communication principles and practices. Countries are encouraged to develop and assess their existing risk communication plans and practices applied to food safety and to learn from their own or other countries’ experiences. As the use of the Internet and social media technologies increases both in developed and developing countries, the public’s demand for greater transparency and more salient food safety risk information can be expected, confirming the importance of effective risk communication strategies in food safety and the broader public health sector. The purpose of this Handbook is to support countries, national food safety authorities and food chain stakeholders in establishing or enhancing risk communication practice and capacity in the food safety sector. This Handbook focuses on practical principles and best practices of risk communication to support risk management of adverse food safety (including quality) events associated with biological, chemical or physical hazards. The focus of this Handbook is on the use of risk communication in the process of risk analysis to manage both emergency food safety risks (e.g. foodborne illness outbreaks) and non-emergency or more enduring food safety issues (e.g. food safety and health promotion campaigns). The Handbook begins with a broad overview of the key goals and concepts of risk communication.

    Infectious diseases caused by food-borne parasites have not received the same level of attention as other food-borne biological and chemical hazards. Nevertheless, they cause a high burden of disease in humans, may have prolonged, severe, and sometimes fatal outcomes, and result in considerable hardship in terms of food safety, security, quality of life, and negative impacts on livelihoods. The transmission routes for food-borne parasites are diverse. They can be transmitted by ingesting fresh o r processed foods that have been contaminated via the environment, by animals or people. Additionally, notification to public health authorities is not compulsory for most parasitic diseases, so official reports do not capture the true prevalence or incidence of the diseases, as much underreporting occurs. This report presents the results of a global ranking of food-borne parasites from a food safety perspective. It also provides an overview of the current status of knowledge of the ranked paras ites in food and their public health and trade impact, and provides advice and guidance on the parasite-commodity combinations of particular concern, the issues that need to be addressed by risk managers, and the risk management options available to them. It documents the ranking process used to facilitate its adoption at regional, national, or local levels. This volume and others in this Microbiological Risk Assessment Series contain information that is useful to both risk assessors and risk ma nagers, the Codex Alimentarius Commission, governments and regulatory agencies, food producers and processers and other institutions or individuals with an interest in foodborne parasites and their impact on food safety, public health and livelihoods.
