2023Стороны рассмотрели ход осуществления Соглашения ФАО о мерах государства порта (далее Соглашение или СМГП) и напомнили о решениях третьего Совещания Сторон. Они обсудили успехи и проблемы в осуществлении Соглашения Сторонами, подчеркнув важную роль региональных рыбохозяйственных органов (РРХО), в частности региональных организаций по управлению рыболовством, в деле содействия осуществлению Соглашения. Стороны приняли решение о вводе в эксплуатацию Глобальной системы обмена информацией до конца 2023 года и утвердили Круг ведения Технической рабочей группы по обмену информацией. Стороны подчеркнули, что помощь, оказываемая Сторонам из числа развивающихся государств, имеет важнейшее значение для эффективного осуществления Соглашения, и вновь заявили о необходимости обеспечения функционирования курируемого ФАО многостороннего партнерского Целевого фонда по части 6 СМГП. Стороны утвердили Стратегию повышения эффективности Соглашения о мерах государства порта по предупреждению, сдерживанию и ликвидации незаконного, несообщаемого и нерегулируемого промысла (далее – Балийская стратегия). Стороны далее постановили внести изменения в круг ведения Специальной рабочей группы СМГП по стратегии, поручив ей мониторинг эффективности осуществления Соглашения. Они утвердили доработанный вопросник для Сторон для оценки и обзора эффективности СМГП, а также новый вопросник для РРХО и других международных организаций. После обсуждения программы работы Стороны согласовали график проведения совещаний СМГП. -

В этой брошюре представлен обзор уникального, занимающего нейтральную позицию, многоязычного пространства, которым является Форум FSN, и на котором осуществляется обмен знаниями и инновационными идеями по сложным вопросам в области политики, влияющим на продовольственную безопасность и питание.

Safeguarding against economic slowdowns and downturns
2019This year’s report presents evidence that the absolute number of people who suffer from hunger continues to slowly increase. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization. -

Transforming food systems for food security, improved nutrition and affordable healthy diets for all
2021In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation.To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world.In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.
