Synopsis (short abstract) Following severe drought in parts of the country in 1999 and countrywide in 2000, Afghanistan has been again hit by a widespread severe drought in 2001. Both rains and snowfall performed extremely poorly throughout the country in the current year, resulting in virtually total failure of rainfed agriculture and substantially reduced irrigated agriculture. The serious food crisis that faced the population in 2000/01 took a further adverse turn in 2001 in view of very poor harvest prospects and con tinuing deterioration of the purchasing power of increasing numbers of people. It is against this background that an FAO/WFP Crop and Food Supply Assessment Mission, supported by UNDP, was fielded in Afghanistan from end-April to end-May, to review the harvest outcome and the food supply outlook and estimate the 2001 cereal harvest and cereal import requirements, including food aid needs, for the 2001/02 marketing year. The Mission visited 18 provinces in different regions of the country. T o support the work of the Mission, FAO and WFP jointly fielded survey teams of national agronomists to collect detailed information on crop production and livestock situation. These teams carried out sample surveys in 28 out of 31 provinces. The Mission also benefited from discussion with UN agencies, multilateral and bilateral donors, Afghan authorities, and many NGOs. Available relevant reports and documents and the satellite SPOT-4 images were reviewed. Area and yield estimates for various cr ops in different regions were based on field visits involving interviews with farmers and crop cutting where feasible, data generated by survey teams, and discussions with UN and NGO personnel knowledgeable about particular regions and areas.

    Following a strong recovery in 1998, Afghanistan's cereal production suffered a setback in 1999 due to late and erratic spring rains, shortages of irrigation water as a result of the mildest winter in 40 years with very low snowfall, and high incidence of yellow rust and sunnpest that damaged crops in the north and west of the country. The situation took a serious adverse turn in 2000 with a countrywide severe drought as a consequence of lack of rains and very little snowfall in winter. It is ag ainst this background that an FAO/WFP Crop and Food Supply Assessment Mission, supported by UNDP, was fielded to Afghanistan from end-April to end-May to estimate the 2000 cereal harvest and cereal import requirement, including food aid needs, for the marketing year 2000/01. The Mission visited 17 provinces in different regions of the country. To support the work of the Mission, WFP fielded survey teams of national agronomists to collect detailed information on crop production and livestock situation.     Following reports of a prolonged dry spell that affected the 2000/01 crops, an FAO/WFP Crop and Supply Assessment Mission visited Swaziland from 16 to 28 May 2001, to review harvest prospects and the overall food supply situation, and to estimate cereal import requirements, including food aid, if any, for the 2001/02 marketing year. The Mission received full cooperation from the National Early Warning Unit (NEWU), the Ministry of Agriculture and Co-operatives and the United Nations Development P rogramme. Discussions were held with the Deputy Prime Minister, the National Disaster Management Service, the National Maize Corporation (NMC), relevant UN agencies and NGOs. SADC Regional Early Warning Unit (REWU) participated in the Mission as an observer. Extensive field visits were undertaken in all agro-ecological regions of the country and interviews were conducted with farmers, extension service, millers and traders. The Mission split into two groups to ensure adequate coverage of key are as within the time allocated.

    An FAO/WFP Crop and Food Supply Assessment Mission visited Angola from 5-27 May 2001 to estimate crop production from the 2000/01 season, as well as the cereal import requirements and food aid needs in the 2001/02 marketing year (April/March). Following briefings by the Ministry of Agriculture and Rural Development (MINADER) and Ministry of Social Assistance and Reintegration (MINARS), the Mission made field visits to 8 out of the 18 provinces, accompanied by officials from MINADER and observers from the Southern Africa Development Community (SADC), the European Union (EU) and the Canadian International Development Agency (CIDA). Detailed planning of the Mission, preparatory documents and other background information were provided by the FAO-supported Food Security Unit in MINADER, the Vulnerability Assessment and Mapping (VAM) Unit of the WFP Office in Angola, and WFP sub-offices in the provinces. Plans had been made to visit 10 provinces, but the security situation was very fluid and they had to be changed at the last minute. Finally, a de-briefing meeting was held at MINADER to present the findings of the Mission.
