Synopsis (short abstract) The Food and Agriculture Organisation (FAO), since the beginning of its Representation in Ghana in 1978 has cooperated with the Government of Ghana, through technical assistance and advice, in implementing programmes and projects in the area of food and agriculture, nutrition and natural resource management. In order to enhance the organisation’s response to challenges faced by the country in the its mandate areas, the Government of Ghana and FAO jointly decided to review their cooperation frame work through the development of a comprehensive Country Programming Framework (CPF, 2013 - 2016), which sets out three priorities and results for FAO’s medium-term assistance to Ghana . The CPF has been prepared in close collaboration with key Ministries, Departments and Agencies (Ministries of Food and Agriculture, Health, Finance and Economic Planning, Land and Natural Resources, Environment, Science and Technology, and Local Government and Rural Development) as well as NGOs and Development Pa rtners.

    The Country Programming Framework (CPF) is a framework for agreed priorities in the co-operation between the United Arab Emirates (UAE) and FAO. It is a planning and management tool for FAO to prioritize, guide and manage its assistance at the country level in a coherent, comprehensive and structured manner for a period of four years (2013-2016). It is anticipated that this framework shall remain relevant until the closure of 2016; however being a living document it can be updated whenever warra nted as a result of implementation and/or emergence of pressing issues. This document contains a set of priority areas and activities for FAO’s assistance in support of the attainment of UAE’s policy objectives related to agriculture (including livestock), fisheries, natural resources, food safety and food and nutrition security, including gender and capacity development. The CPF is jointly owned and led by the UAE through the Ministry of Environment and Water (MOEW) and FAO. It is therefore f ramed within and governed by the national medium-term development priorities articulated in UAE Development Strategies and Plans that set out the Government priority policies and investments for achieving economic growth and prosperity.

    The CPF reviews the status of agriculture in Zambia and provides an analysis of sector-specific challenges and opportunities. Suitable areas for FAO intervention are identified and justified in accordance with FAO’s comparative advantages, GRZ priorities, UNDAF outcomes and FAO strategic objectives. It is supported by annexes, including i) CPF alignment with other policy documents and frameworks; ii) a results matrix; and iii) a matrix showing resource requirements. The process of developing CP F involved broad consultations with GRZ and other stakeholders in the agriculture sector including development partners. This process brought out areas of FAO’s comparative advantages which were reviewed to ensure alignment with agriculture sector national priorities.

    This document constitutes the Food and Agriculture Organization of the United Nations (FAO) Country Programme Framework (CPF) 2012-15 for providing medium-term support to the Government of the Republic of Zimbabwe (GoZ) in the areas of food and nutrition, agriculture, natural resources management and rural development. It is aligned with the Government’s priorities as expressed in the Medium Term Plan (MTP, 2011-2015) and other policy documents and regional development frameworks. The CPF is bas ed on the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) agreed between the GoZ and the United Nations Country Team (UNCT) in 2011.
