Synopsis (short abstract) An analysis of the agricultural statistics system of the United Republic ofTanzania revealed weaknesses caused by the decentralization ofadministration and the delivery of services at district level. These ledto low awareness among district-level management of the importanceof evidence-based policy and data use, and to a lack of control of datacollection and reporting at district level from ministries and statisticsoffices in both Tanzania Mainland and Zanzibar. The Agriculture StatisticsStrategic Plan (ASSP) noted that more accurate data were needed at districtlevel, for decision-making, planning, resource allocation and the monitoringof results by local authorities. A project was proposed to develop and applysmall area estimates (SAE) methods in Tanzania Mainland in order to makedistrict-level estimates of key production variables. There was also a needto sensitize local authority staff to the benefits of evidence-basedpolicy-making and to train them in the basic analysis and use of statisticsfor decision-making and the monitoring of policy implementation.The objective of the project was thus to develop and pilot district-levelagricultural data estimates using appropriate SAE methods.

    The Office of the Chief Statistician (OCS) conducted the Statistical Capacity Assessment for the FAO-relevant SDG indicators in early 2019 to provide insights about member countries' national statistical systems in regard to their capacity to monitor and report the 21 SDG indicators under FAO custodianship. The survey collected information on the national coordination mechanisms for the SDG reporting, current data availability and plans for filling data gaps, and needs for technical assistance. The respondents were mainly the National Coordinators for SDG Monitoring or the SDG focal points nominated by the Directors General of National Statistics Offices. The results will assist FAO-HQ and decentralized offices in designing targeted interventions and mobilizing resources to support countries in collecting, analyzing and using the SDG indicators in decision-making.

    This document presents the highlights of an impact assessment conducted by the Food and Agriculture Organization of the United Nations, in collaboration with the Ministry of Agriculture, the Tanzania Vulnerability Assessment Committee, the Ministry of Agriculture’s Crop and Livestock Departments, and the World Food Programme, to understand the impact of El Niño on agricultural production and livelihoods in the United Republic of Tanzania. The comprehensive assessment approach included an innovative combination of four components: maize yield forecasts using a NASA Harvest model; a household survey that reached 1 200 households across the eight regions conducted in May 2024; an agriculture sector damage and loss assessment; and a seed assessment conducted through interviews with key informants in the seed sector.

    This guideline is an instructive tool that highlights key climate change and agricultural risks in the United Republic of Tanzania and provides information on mainstreaming climate change adaptation and mitigation objectives within rural development. It provides guidance on how this could best be achieved through the implementation of the CSA approach, in line with other policies related to agriculture sectors, food and nutrition security, and climate change. Its goal is thus primarily to inform on the implementation of the CSA framework and to describe the CSA practices and technologies best suited for different regions and agro–climatic zones of the country.
