Synopsis (short abstract) The Republic of South Sudan, situated in Eastern Africa, has an estimated GDP of $12.81 billion and a population of approximately 12.5 million people. This Environmental and Social Impact Assessment (ESIA) report focuses on a sub-project involving the construction of a 10km road within the Aweil Rice Irrigation Scheme. This sub-project falls under the Building Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) initiative, funded by the African Development Bank and implemented in the Eastern Equatorial State and Northern El Bhal Ghazal states.     The Republic of South Sudan is among the landlocked counties in Eastern Africa with an estimated $12.81 billion GDP and a population index of approximately 12.5 million people. This ESIA report covers a sub-project construction activity for the rehabilitation of a 15km road in Aweil Rice Irrigation scheme. The sub-activity is under the Building Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) funded the African Development Bank being implemented in two States, the Eastern Equatorial State and Norther El Bhal Ghazal states. The total rehabilitation cost for the construction of the 15km road is 497,400.00 USD that will be undertaken in two months. In accordance with the Environment and Social Framework (ESF) compliance commitment agreement and in alignment with the project's Environmental and Social Management Framework (ESMF), all proposed subprojects must undergo an environmental and social screening process. This process is aimed at assessing the environmental and social risks associated with the proposed subprojects and determining the appropriate risk management strategies to be implemented. Further environmental and social monitoring plan has been established to monitor implementation of the activities in the ESIA.

    The African Development Bank (AfDB) is funding the South Sudanese segment of the Building Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) initiative. This project is strategically designed to fortify the subsistence of the Horn of Africa's populace, concentrating on augmenting food and nutrition security, amplifying resilience, and cultivating peace and stability. The Food and Agriculture Organization (FAO), representing the Ministry of Agriculture and Food Security (MAFS) of the Republic of South Sudan, is spearheading the implementation. The project encompasses the construction of pivotal infrastructure within the Aweil Rice Scheme and the expansive Kapoeta region, with a critical focus on the execution of environmental and social undertakings. These endeavors are orchestrated to achieve several objectives: to verify compliance with environmental and social safety stipulations contractually; to evaluate the environmental and social ramifications of the infrastructural developments; to gauge the progression in enacting the grievance redress mechanism of the project; and ultimately, to enhance expertise in gender integration within the BREFONS framework.
