    The project seeks to increase the climate resilience of agricultural production and ensure food security through improved ecosystem services from agroforestry, silvopastoral systems, reforestation and assisted natural forest regeneration in seven vulnerable municipalities. The evaluation found the project is on track to achieve its expected results. It remains highly relevant to national priorities, and its activities address the localized climate resilience needs of agricultural producers. High levels of stakeholder coordination, engagement and ownership at all levels helped to advance implementation. External factors led to implementation delays and impeded progress towards mid-term targets in some areas. Early results demonstrate that the productive landscape restoration activities are triggering an environmental recovery at the farm and landscape levels. The evaluation recommends extending the project time frame; reinforcing technical capacities in areas of climate change mitigation; strengthening capacity building and mechanisms to support women’s leadership and economic empowerment; strengthening the project’s monitoring tools to better capture strategic results; and reinforcing the project’s sustainability and paradigm shift potential.

    This Environmental and Social Management Framework (ESMF) will be applied to all activities financed by the Green Climate Fund (GCF) for technical and / or financial support of the project, "Increasing the resilience of vulnerable rural households and communities through the rehabilitation of productive agroforestry landscapes in selected localities of the Republic of Cuba” (IRES). The National Steering Committee (CDNP), the National Coordination Committee (CCNP), the National Management Unit (UNGP) and the Operational Support and Financial Management Unit of the Project (UAOGF) (housed in the FAO Office in Havana), are responsible for the general coordination of project activities, with a designated specialist to focus attention on socio-environmental safeguards. The respective Provincial Management Units (UPGP) and Municipal Management Units (UMGP) are responsible for the daily implementation of the specific subcomponents and ensure compliance with the ESMF, as well as the safeguard of related documents, including maintaining the appropriate documentation on the Project file for possible revision by the GCF.

    This terminal evaluation covers the project "Mainstreaming ecosystem-based approaches to climate-resilient rural livelihoods in vulnerable rural areas through the farmer field school (FFS) methodology", funded by the Global Environment Facility (GEF). The overall performance of the project is moderately satisfactory. The project is relevant in its response to climate change adaptation needs in Senegal. It is coherent in its design and is in phase with the Plan Senegal Emergent (PSE). The evaluation found that the project has contributed to capacity building of institutional actors and farmers organizations on climate change adaptation, resilience and gender equity. Notable results include: capacity building of technicians, relay producers, farmers and agro-pastoralists on good practices of adaptation to climate change, through the field-school approach; the establishment of a climate resilience fund that has allowed to finance micro-projects in rural area; the dissemination of agro-climatic information; trainings on adapted climate change practices at the farmfer field school (FFS) and agropastoral field school (APFS) level.
