Book (series)Manual / guideAcuerdo sobre medidas del estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada: antecedntees y guía de aplicación 2014A principios de la década de 1990 la comunidad internacional empezó a hacer hincapié en la aplicación de medidas del Estado rector del puerto como instrumento para la ordenación pesquera. Estas medidas eran concebidas como métodos rentables para frenar y combatir la pesca ilegal, no declarada y no reglamentada. De tal forma, se reconoció que con estas medidas se podía contribuir a promover la sostenibilidad pesquera a largo plazo solicitada por la Conferencia de las Naciones Unidas sob re el Medio Ambiente y el Desarrollo (1992), la Cumbre Mundial sobre el Desarrollo Sostenible (2002) y otros foros mundiales y regionales importantes, incluyendo la Asamblea General de las Naciones Unidas, el Comité de Pesca, el Consejo y la Conferencia de la FAO y los distintos órganos de pesca regionales, entre otros, las organizaciones y acuerdos regionales de ordenación pesquera. Esta publicación empieza delineando la evolución de las medidas del Estado rector del puerto como herra mientas de ordenación pesquera, analizando una serie de instrumentos de importancia internacional. Seguidamente, se analiza el proceso que llevó a la celebración del Acuerdo sobre medidas del Estado rector del puerto destinadas a prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada (2009). Posteriormente se presenta la estructura, el examen y el análisis del Acuerdo. Se ofrecen listados de control político, jurídico y operativo para la aplicación del Acuerdo, seguidos por una revisión del desarrollo de capacidad y de las necesidades de los Estados en desarrollo relacionadas con las medidas del Estado rector del puerto. Se ponen en evidencia restricciones y desafíos sobre la aplicación del Acuerdo inmediatamente antes de las conclusiones. Esta publicación no pretende ser un estudio definitivo sobre las medidas del Estado rector del puerto. Por el contrario, ha sido preparada específicamente para apoyar los esfuerzos de desarrollo de capacid ad de la FAO en materia de medidas del Estado rector del puerto y para que profesionales y estudiantes lo usen como instrumento de referencia.

This Manual is intended to be of use mainly in the training of people concerned with the practical side of tsetse control.Tsetse flies are important because of their ability to spread diseases among man and among domestic animals. The tsetse flies feed only on blood, and in the act of piercing the skin and drawing blood, the flies pass on the blood parasite Trypanosoma to previously uninfected animals or men, causing the disease trypanosomiasis which can be fatal if untreated.Very large areas of Africa are without cattle because of the presence of the tsetse fly and their trypanosones. This means that the orderly economic development of these areas is prevented. A small farmer in a tsetse area cannot use draught oxen to bring more fields under cultivation, and he cannot improve his land with cattle dung. Cattle owners in land near to tsetse belts must always fear outbreaks of the disease, and try to maintain control by drug treatment of his cattle or by other means. Movement of cattle through tsetse belts to reach new grazing grounds or markets greatly increases the risks of infection and loss.Training of tsetse control personnel is therefore an essential part of any large programme to remove the threat of trypanosomiasis from Africa or to reduce it substantially. The aim of this Manual is to assist in the training of tsetse control personnel by setting out the basic facts of tsetse biology, structure, behaviour and ecology, and of the main methods available for tsetse fly control; undesirable side effects of control methods are also described, and a responsible approach to this manysided problem is encouraged.Trainees in the tsetse control field should understand that both the techniques and the ideas now in fashion may be replaced by improved ones as our understanding of rural development and tsetse control methods increases. This will mean that certain parts of this Manual will soon become outdated and in need of revision. -

The war in Ukraine that began on 24 February 2022 has led to large‑scale human suffering across all regions of the country. As the dynamics of the war continue to evolve, large portions of the population are affected by damage to critical infrastructure, lack of basic services and disruptions of supply chains, requiring multisectoral humanitarian assistance. In order to address the rapidly deteriorating food security situation, the Food and Agriculture Organization of the United Nations has updated its Rapid Response Plan (RRP) for Ukraine, calling for a revised funding requirement of USD 115.4 million, to support 376 660 vulnerable smallholder and medium‑sized farming households through December 2022. The RRP has been designed to meet critical, time-sensitive agricultural deadlines for production and harvest, and address market functionality and access for vulnerable populations. It is anticipated that the RRP will be followed by a continuing programme based on the evolution of the crisis. -
