    This report discusses new knowledge on anthropogenic greenhouse gas (GHG) emissions from agriculture, forestry and other land use (AFOLU) activities made available through the new FAOSTAT Emission database. The database is available globally, with country detail, for all agriculture, forestry and land sub-categories available in FAOSTAT and in the Forest Resources Assessment (FRA). GHG emissions are computed from official national activity data and geo-spatial analyses, applying international st andard methodologies of the Intergovernmental Panel on Climate Change (IPCC) to ensure consistency with GHG Inventory processes established under the climate convention. The analysis shows increases in emissions of agriculture (from 4.6 to 5.0 Gt CO2 eq yr-1 in 1990s and 2000s; 5.3 Gt CO2 eq yr-1 in 2011), decreases in deforestation rates (from 4.6 to 3.8 Gt CO2 eq yr-1 in 1990s and 2000s; 3.7 Gt CO2 eq yr-1 in 2010), and decreases in forest sinks, albeit with a reversal since the mid-2000s (f rom -2,9 to -1.9 Gt CO2 eq yr-1 in 1990s and 2000s values; -2.1 Gt CO2 eq yr-1 in 2010). At the same time, the data show that GHG intensity of products (i.e., GHG emissions per unit commodity produced) decreased during 1990-2010, but that if no further mitigation measures and technical efficiency improvements are implemented, future emissions may further increase by up to 30% by 2050. Better information on AFOLU emissions is critical in many developing countries, given the potential to identif y and fund actions that can usefully bridge national food security, resilience, mitigation and development goals into one coherent package.

    Welfare impacts of climate shocks Evidence from Uganda 2016

    This paper evaluates the effects of weather/climate shocks on various measures of household welfare using a nationally representative panel data from Uganda National Panel Survey (UNPS) together with a set of novel climate variation indicators. We estimated generalized least square (GLS) random effects and quintile regression models to address the research questions. Our results point towards a consumption and income smoothing behaviour by the households since: we obtain very few significant results with respect to climate/weather shock variables togetherwith highly significant effects of the socio-demographic and wealth control variables. We also investigate if different shocks definitions, i.e the reference period used to define the shock, modifies our results. The latter are robust since the coefficients and the signs do not change with the reference period. We further test the hypotheses that policy-relevant mechanisms can be effective means of mitigating the negative welfare effects. For instance access to credit services and use of sustainable land management practices enables the households to contain the negative effects of climate shock on per capita food consumption from own produced crops but not the case for some of the outcome variables.

    Estimating Greenhouse Gas Emissions in Agriculture

    Countries report their greenhouse gas (GHG) emissions and removals from all sectors via national GHG Inventories, submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in accordance with international climate policy agreements and technical guidelines developed by the Intergovernmental Panel on Climate Change (IPCC). The agriculture sector represents a unique challenge for national inventory compilers, especially in developing countries, due to significant difficulties in compiling and regularly updating national statistics for agriculture, forestry and land use —the first necessary step in preparing national GHG estimates. This Manual provides Member Countries with a tool and methodology to help identify, build and access he minimum set of activity data needed for GHG estimation. Required data is largely drawn from country’s official national agricultural and forestry statistics, as disseminated in FAO’s corporate database FAOSTAT, and integrated by geo-spati al data obtained from recognized international sources. Users are provided with step-by-step guidance on how to use this minimum set to build a default, yet complete national GHG emission dataset for agriculture and land use, which follows the default, Tier 1 approach of the Intergovernmental Panel on Climate Change (IPCC) Guidelines on National GHG Inventories. This Manual therefore contributes to FAO and the Global Strategy support to national processes towards improved agricultural and rural statistics. It can be used as a guide by staff of national statistical offices, environmental ministries and other relevant national agencies, to understand the international context of international climate policy (Ch. 2) and international guidelines (Ch. 3), identify needs for improved agricultural and rural data as well as emission estimates towards improving GHG Inventories (Ch. 4), while supplying practical information and examples based on accessing and using the FAOSTAT Emissions database for agriculture and land use (Ch. 5).
