No results found.This document contains the report of the Informal Open-ended Technical Meeting to Review Draft Terms of Reference for the Ad Hoc Working Group Referred to in Paragraph 6 of Article 21 of the 2009 Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (the Agreement) and Draft Terms of Reference for an Appropriate Funding Mechanism referred to in Article 21 of the Agreement to Assist Developing States Implement the Agreement, which w as held in Rome from 21 to 23 November 2011. At the request of the twenty-ninth session of the FAO Committee on Fisheries (COFI) (paragraph 33 of the session report), the meeting considered draft terms of reference for the Ad Hoc Working Group under Part 6 of the Agreement. These draft terms of reference were endorsed by the meeting. They will be referred back to COFI at its thirtieth session. The meeting also reviewed and endorsed draft terms of reference for funding mechanisms unde r Part 6 of the Agreement. This was done because the meeting recognized that both sets of draft terms of reference were interrelated. However, the draft terms of reference for funding mechanisms under Part 6 of the Agreement will be considered further and approved after the Ad Hoc Working Group is established by the States Parties. -

This document has been prepared by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with Stop Illegal Fishing. Port State Measures to Stop Illegal Fishing (PSM-SIF) is an initiative of SIF aligned to the FAO’s Global Capacity Development Programme to support the implementation of the Port State Measures Agreement (PSMA). Under the PSM-SIF initiative SIF is working to improve the legality of fisheries by supporting the implementation of PSM in Ghana, Madagascar and Mozambique with funding from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of The German Federal Ministry for Economic Cooperation and Development (BMZ). Mozambique ratified the PSMA in 2014. The National Administration of Fisheries and the National Directorate of Operations, under the Ministry of the Sea, Inland Waters and Fisheries, are the primary fisheries authorities responsible for implementing the PSMA by working in cooperation and coordination with other key agencies. The three designated PSMA ports serve the longline fleets that operate in the tuna rich fishing grounds of the Western Indian Ocean, and the prawn fishery. -
Book (stand-alone)A guide to the background and implementation of the 2009 FAO Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing. 2012In the early 1990s, the international community moved to place emphasis on the use of port State measures as a fisheries management tool. This was because port State measures were seen as a costeffective and efficient means to curb and combat illegal, unreported and unregulated fishing. It was recognized that using such measures could contribute towards promoting long-term sustainability in fisheries as called for by the 1992 United Nations Conference on Environment and Development, the 2002 World Summit on Sustainable Development and other important global and regional fora including the United Nations General Assembly, FAO Committee on Fisheries, FAO Council and FAO Conference and regional fishery bodies including regional fisheries management organizations and arrangements. This publication commences by tracing the development of port State measures as a fisheries management tool through a review of a number of internationally important instruments. This is follo wed by a discussion of the process for the conclusion of the 2009 FAO Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing. The structure, examination and analysis of the Agreement are then addressed. Policy, legal and operational checklists for the implementation of the Agreement are presented, followed by a review of capacity development and requirements of developing countries in relation to port State measures. Concerns and ch allenges to the implementation of the Agreement are highlighted prior to the conclusions. The appendixes to the Circular provide important reference materials related to port State measures. This publication is not intended to be a definitive study on port State measures. Rather, it has been developed specifically to support FAO’s capacity-development efforts in port State measures and, as appropriate, to be used as a reference tool for fisheries practitioners and students.
