    Strategic Objective B-1 calls for “Promoting, developing and reinforcing policy and regulatory frameworks for food, agriculture, fisheries and forestry [through] international instruments concerning food, agricultural, fishery and forestry goods.” The evaluation also examined some directly connected elements of Strategic Objective B-2, with regard to the application of “national policies, legal instruments and supporting mechanisms that respond to domestic requirements and are consistent with th e international policy and regulatory framework.” A body of work such as “international instruments” encompasses a wide range of tools, from documents such as international conventions, agreements and other binding instruments, non-binding instruments, all created and adopted at different levels in different ways.

    This document is a collection of briefs on countries in which food security has been affected by conflict and other crises. Here is an overview of some key numbers: people in conflict affected states are up to three times more likely to be undernourished than those who are living in more stable developing countries. The most recent projections suggest that approximately half of the global poor now live in states characterized by conflict and violence. The Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP) have a strong interest, and a potentially important role to play, in supporting transitions towards peace.

    The Technical Cooperation between the Ministry of Agriculture representing the Government of Saudi Arabia and the Food and Agriculture Organization of the United Nations (TCP) has started since 1950. The TCP has taken a quantum leap with the development of the Unilateral Trust Fund Agreement (UTF) which was signed between the Ministry of Agriculture and the Food and Agriculture Organization of the United Nations in 1982. The Agreement was renewed every 5 years thereafter until the current Techni cal Cooperation Agreement (TCP 2011-2016). The TCP 2011-2016 represents the Country Programming Framework 2012-2016 (CPF 2012-2016) of the Kingdom of Saudi Arabia. The TCP 2011-2016 includes 16 development projects covering a wide range of agricultural activities including horticulture, irrigation, plant health, animal production, fisheries and rural development. The projects were prepared following extensive consultation with the Ministry of Agriculture and other stakeholders. Priority areas we re identified through these consultations addressing the strategic objectives of the Sustainable Agricultural Development Strategy of the Kingdom up to 2030 (SADS-2030) and the goals of the Long Term Strategy for Saudi Economy up to 2024 (LTS-2024) which included successive 5-years National Development Plans until 2024 (NDPs).
