    Parliamentary Fronts and Alliances against Hunger and Malnutrition Newsletter, December 2019 - Issue #2 2019
    Parliamentarians are key partners in the fight against hunger and all forms of malnutrition. When adequate legislative frameworks support programs which address food and nutrition insecurity, nutrition indicators improve considerably. FAO supports parliamentarians as they promote or enact legislative and other measures to address specific issues relating to food and nutrition security; in raising awareness on the aforementioned issues, including with their constituencies; in providing a dedicated space for dialogue, discussion and exchange of views on issues relating to food security amongst themselves; and in sharing experiences with other parliamentarians and parliamentary bodies around the world. This newsletter highlights the latest legislatives advances against hunger and malnutrition worldwide.

    For the third year in a row, hunger is on the rise again and affects 821 million people in the world. In addition, one third of the global population suffers from malnutrition. Eradicating hunger and malnutrition by 2030 requires strategies, public policies, national laws and programs that guarantee the right to adequate food for everyone, contribute to reducing poverty and improve people’s diets according to each country’s specific context. This publication presents the structural causes of hunger and malnutrition and introduces FAO’s framework of action to achieve a solid political commitment and design long-term legal strategies to achieve Zero Hunger. With successful legislative examples, including constitutional amendments, school feeding laws and family agriculture programmes, the publication shows how parliamentary alliances play a key role in consolidating food and nutritional security.

    End hunger, achieve food security and improve nutrition are at the heart of the sustainable development goals. The World has committed to eradicate extreme poverty and hunger by 2030. But climate change is undermining the livelihoods and food security of the rural poor, who constitute almost 80 percent of the world’s poor. The effects of climate change on our ecosystems are already severe and widespread. Climate change brings a cascade of impacts from agroecosystems to livelihoods. Climate change impacts directly agroecosystems, which in turn has a potential impact on agricultural production, which drives economic and social impacts, which impact livelihoods. In other words, impacts translate from climate to the environment, to the productive sphere, to economic and social dimensions. Therefore, ensuring food security in the face of climate change is among the most daunting challenges facing humankind. Action is urgently needed now to reduce vulnerability and increase resilience of food systems to ensure food security and good nutrition for all.

    Abandoned, lost or otherwise discarded fishing gear (ALDFG) is a problem that is increasingly of concern. This report, undertaken by the United Nations Environment Programme (UNEP) and the Food and Agriculture Organization of the United Nations (FAO), reviews the magnitude and composition of ALDFG, and while noting that information is not comprehensive and does not allow for any global estimates, suggests that gillnets and fishing traps/pots may be the most common type of ALDFG. Factor s leading to ALDFG as well as their impacts are presented. The report profiles measures already considered to stem the problem and includes a number of recommendations for future action.
