    Migrant Fishermen in Pointe-Noire (Congo): Continuity and Continuous 1994

    The purpose of this paper is mainly to present a systematic analysis of the background, the establishment and the development of the so-called Popo fisheries around the town of Pointe-Noire in Congo. The 'Popo' in Pointe-Noire is an easily identifiable group of fishermen originally from Benin who live and work in two village clusters on the beach only some kilometres from the town centre. Both in relation to Popo fishery in Benin as well to local canoe fishery in Congo, their production is chara cterized by a high level of specialization and market oriented production based on capital intensive technology and in this respect they are a typical case and part of what is now generally known as the West African migrant canoe fisheries which to a large extent dominate the coastal fisheries from Mauritania to Congo . Although a relatively large amount of literature explicitly deals with the West African fishermen in Congo, mainly due to the existence of a long term ORSTOM fisheries resea rch programme in Pointe-Noire, few works have systematically dealt with its historical development . Most of them describe and analyze production (and to a minor extent the community) at a specific period of time. Such studies may provide interesting knowledge, but in order to grasp the more fundamental factors behind the dynamic aspects of the fishery, a more processual frame of analysis of the fishing community is required.

    The Sixth Meeting of IDAF Liaison Officers which took place at the International Trypanotolerance Centre (ITC) Banjul, at the kind invitation of the Government of the Gambia from 1 - 2 February 1993, and the Workshop on Fisherfolk Organisations which followed that meeting at the same venue from 3 - 5 February 1993. are in keeping with the Programme's endeavour to continuously seek appropriate strategies to improve its guidance and assistance to fisherfolk communities; through appropriate dialogu e and consultations among actors in the artisanal fisheries sector. In addition to the impressive participation (18 of 20 Liaison Officers), Banjul offered the technicians who were present an opportunity to make a critical, objective and exhaustive analysis of the actions undertaken or planned in the different countries covered by IDAF.The importance of the Banjul meeting is evidenced by the fact that the participants are aware of the fragility of results obtained, which results they promis ed to preserve and reinforce. But Banjul will be remembered in that it is an example of the Team Spirit which must prevail between different actors or participants in the Programme for the welfare of fisherfolks. Liaison Officers are conscious of the need for them to fully play their role of close collaborators of the Programme, animators of group action and actors in the permanent exchange of view points between the different interest groups in the Programme. In keeping with the participator y approach which the Programme promotes, participants designated three representatives (Liaison Officers) to the Working Group charged with elaborating the project document for a possible IDAF phase III.

    This report summarizes the activities undertaken by the Programme for Integrated Development of Artisanal Fisheries in West Africa between January 1993 and November 1993. The IDAF Programme continues to cover the 20 coastal countries from Mauritania to Angola. The IDAF Programme is continuously aiming at applying an integrated and participatory approach working through existing projects, research institutions, and Departments of Fisheries which are the direct beneficiaries. Additionally so me 600,000 artisanal fishermen and about 2 million persons in linked activities as fish processing, distribution, marketing, etc. are the ultimate beneficiaries. The present phase II of the project is administratively coming to an end on the 31 December 1993. However, it is anticipated to continue activities to about March 1994 on savings from the second phase. A proposal for a phase III has been prepared by a team of Liaison Officers and IDAF staff on the basis of the recommendations of th e tripartite review (November 1992), which was endorsed by the Sixth Liaisons Officers Meeting. The proposal was forwarded to DANIDA with a request for continuous funding. In principle DANIDA is in favour of the proposed III phase of the IDAF project. However, the proposed budget exceeded the ceiling for DANIDA Trustfunding. Thus, it has been requested to draft a new proposal following the same lines but with a cut back in activities and budget. The response from DANIDA on the second project pr oposal is awaited. The Terminal Report for phase II is under preparation.
