The Green Climate Fund (GCF) is a new global fund created by the countries, parties to the United Nations Framework Convention on Climate Change (UNFCCC), to support the efforts of developing countries to respond to the challenge of climate change. GCF seeks to promote a paradigm shift to low-emission and climate-resilient development, accounting for the needs of nations that are particularly vulnerable to climate change impacts. The principle of Country Ownership is at the heart of the work the GCF conducts in the developing world. The Fund also recognizes that country ownership is a continual process, and that National Designated Authorities (NDAs) have a key role in driving institutional development and stakeholder engagement for establishing effective mechanism that addresses climate-related issues. This factsheet is jointly developed by the Cabinet of the Deputy President of the Government of North Macedonia in charge of Economic Affairs, in its role as NDA to GCF and FAO in the frames of the project “Support for the management of an effective national coordinative mechanism regarding the Green Climate Fund. It is intended to familiarize all relevant national stakeholders (institutions, government agencies, academia, private sector, civil society and international organizations) in North Macedonia about the key aspects of country ownership in the work of the GCF, the GCF Project approval cycle and No-Objection procedure in North Macedonia, exercised by the NDA to ensure that financing through the GCF will be transparent, consistent with national climate priorities, strategies, plans, is country-driven, effective and leaves no one behind. -

The “No-Objection” Procedure for the Republic of North Macedonia is a technical document developed in the context of the Project “Support for the management of an effective national coordinative mechanism regarding the Green Climate Fund” – the first project of the Republic of North Macedonia under the Green Climate Fund (GCF) Readiness and Preparatory Support Programme. The project was implemented by FAO under guidance and leadership of the Cabinet of the Deputy President of the Government of North Macedonia in charge of Economic Affairs, as National Designated Authority (NDA) to the GCF. The project engaged all relevant stakeholders in consultative processes aiming at prioritization of strategic climate investments for GCF funding. The document was developed with FAO technical support and the inputs of technical staff of relevant national institutions in the Republic of North Macedonia involved in the discussions in 2019, and in particular, thanks to the guidance and leadership of the Cabinet of the Deputy President of the Government in charge of Economic Affairs and the Ministry of Environment and Physical Planning of the Republic of North Macedonia. This technical document will serve the needs of the National Designated Authority to the Green Climate Fund (GCF) in the Republic of North Macedonia and the different stakeholders at country level to provide guidance and all the required elements for the development of high quality proposals in the Republic of North Macedonia for GCF financial support. -

The Green Climate Fund Handbook for North Macedonia was prepared by the FAO Regional Office for Europe and Central Asia, under the leadership and guidance of the Cabinet of the Deputy President of the Government of the Republic of North Macedonia in charge of Economic Affairs as National Designated Authority to the Green Climate Fund (GCF). This technical document was developed in the context of the implementation of the first GCF Readiness and Preparatory Support grant, under the overall coordination of Ms Tania Santivanez, Lead Technical Officer and Ms Carmen Arguello Lopez, FAO GCF Advisor. The document introduces key facts about the Green Climate Fund. It aims to provide guidance to stakeholders engaged in the area of climate change and sustainable development on how to access GCF resources and implement GCF-funded projects in North Macedonia. It is expected that these efforts will contribute to the successful implementation of the Nationally Determined Contributions and to overall achievement of the objective of the United Nations Convention on Climate Change and SDG 13 on Climate Action.
