Dans une région où l’agriculture paysanne est dominante et où les ménages ruraux en dépendent pour leur subsistance, l’adoption de technologies agricoles et de pratiques optimales est essentielle afin que les systèmes de production agricole soient en phase avec la conservation des ressources naturelles et l’atténuation des effets du changement climatique. Dans ces trois pays, la consommation de riz, et par conséquent sa production, a augmenté au cours des dix dernières années. Au Burundi, la culture du riz présente un intérêt majeur pour la population qui aspire à la sécurité alimentaire et à l’autosuffisance.

    Agriculture is Angola’s second largest productive sector. On average, it contributes 9.7 percent to the country’s gross domestic product, making it the main economic activity of the Angolan people. At present, 80 percent of Angolan farmers are smallholders who produce around 80 percent of all agricultural products in the country. However, they face a number of constraints, comprising weak capacity and limited knowledge of improved agricultural practices and technology; poor access to extension services; limited access to modern inputs, including seeds and fertilizers; inadequate market information; and post-harvest losses. The agriculture sector’s institutional capacity is also weak, particularly in relation to irrigation, policy analysis and agricultural statistics. Against this background, the project aimed to support smallholder producers to improve their production conditions and organization for marketing in three provinces considered the breadbasket of Angola, Bié, Huambo and Malanje. The project built on a previous World Bank-supported project - the Market Oriented Smallholder Agriculture Project (MOSAP I) - implemented in the three above-mentioned provinces.

    The Farmer Field School (FFS) approach was developed by FAO and partners as an alternative to the prevailing top-down extension method. The approach promotes farm-based experimentation, group organization and local decision-making. Countries have expressed strong interest in integrating FS into their national policies, strategies and programmes. Considering the expansion of FS in terms of both numbers and geographic scale, concerns have emerged about how best to ensure a minimum level of quality of FS programmes while maintaining the required flexibility. A Global FFS Review, conducted in 2012 by FAO, identified the steps and conditions required to set up strong and sustainable FFS programmes, including the need for institutionalization to harness quality FS through standardized guidelines and harmonized implementation procedures. Although FS are widespread in the Eastern Africa region, the mainstreaming of the approach within national extension systems varies widely and the integration of FS knowledge in mainstream Institutions of Higher Learning (IHLs) is minimal. As a result, extension graduates lack the level of FS expertise required in the field. This is exacerbated by the fact that policy-making regarding the integration of FS in IHLs cuts across multiple ministries, in particular, ministries of education, which govern colleges and universities, and ministries of agriculture, which host the majority of FS expertise and knowledge in the field. The project aimed to bridge this gap between ministries and IHLs in order to enhance harmonized, systematic capacity-building for future cadres of FS actors.
