LandCam: Securing land and resource rights and improving governance in forest areas of Cameroon

In Cameroon considerable land areas are under agribusiness and logging concessions. While private sector investments hold out promise for green growth and poverty reduction, the country faces key governance challenges. Overlapping rights allocated or claimed to land and resources in Cameroon’s forest areas, without due process, are driving insecurity, and in some cases may cause conflict. The EULGP CI support the promotion of effective, inclusive and transparent governance of tenure regimes for the mutual benefit and the peaceful coexistence of different right-holders claiming access to land and natural resources in Cameroon, with a specific focus on forestry areas of the country. *EULGP CI stands for European Union Land Governance Programme – Country Implementation

The evaluation seeks to contribute to organization-wide learning by drawing lessons from the multi-year funded resilience projects implemented in the Sahel and Cameroon and making recommendations for future programming. FAO intervened in these countries to strengthen the resilience of vulnerable households affected by the crisis in the Sahel through promoting sustainable livelihood. The evaluation found that the projects contributed to an improvement in animal and agricultural production and strengthened social cohesion among the different communities. The evaluation also found that a multi-year funding mechanism is flexible and allows a transition from a humanitarian to a development approach if used efficiently. In its future programming, FAO should promote an integrated approach, targeting the same beneficiaries and enabling them to engage in productive activities and sustainable natural resource management. In fragile and emergency contexts, FAO should adapt its tools and procedures for more flexibility and adaptive management.

Within the framework of the EU’s Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan, the FAO-EU FLEGT Programme partnered with Action for Sustainable Development (ASD) to increase legal compliance and the participation of Micro, Small and Medium Enterprises (MSMEs) in Cameroon’s domestic legal timber market. Through combined efforts, ASD strengthened the capacity of small timber operators to comply with regulations and facilitated the creation of legal and sustainable market linkages.
