    Strong food control systems are crucial for ensuring safe food and advancing public health and economic development.To help countries reach this essential goal, in 2019, FAO, together with the World Health Organization (WHO), created the Food Control System Assessment Tool. It evaluates and monitors the performance of national food control systems and helps identify areas for improvement, culminating in the development of a strategic and tailored plan. The Tool has since been used by various Member countries, improving compliance with key Codex Alimentarius standards, increasing competitiveness and protecting consumer health.

    Food control system assessment tool: Dimension D – Science/knowledge base and continuous improvement 2019
    The main objective of the tool is to propose a harmonized, objective and consensual basis to analyse the performance of a national food control system. It is intended to be used by countries as a supporting basis for self-assessment to identify priority areas of improvement and plan sequential and coordinated activities to reach expected outcomes, and by repeating the assessment on a regular basis, countries can monitor their progresses. The Tool is based on Codex principles and Guidelines for National Food Control Systems as well as other relevant Codex guidance for food control systems, which are referenced throughout the document. Its scope is given by the dual objectives quoted in Codex guidance for these systems: protect health of consumers and ensure fair practices in the food trade.

    Food Safety Regulatory Issues 2002
    Needless to say, it is important to take comprehensive action to keep food safe in all processes covering farm to table. In this sense, the Ministry of Health, Labour and Welfare (MHLW) shares the responsibility of the provision of safe food with the Ministry of Agriculture, Forestry, and Fisheries (MAFF). Both ministries individually regulate food based on related laws. The MAFF is responsible for food production and quality assurance and the MHLW is responsible for stable food distribution and food safety. As an expert of food safety, I will discuss the current regulatory status of food in Japan.
