    In transition countries small-scale farmers and households are effectively excluded from direct participation in markets. In general, they face pressures from larger processors and retail chains to supply raw materials in required quantities and quality. These demands often pose a great challenge for integration into value chains. At the same time, local, often small and medium-sized processors, challenged by global and regional competition and the need to comply with international regulations, are also experiencing difficulties in establishing their position in the supply of multinational retail chains. This paper explores these small and medium-sized food processors and proposes recommendations for policy and support options that can contribute to establishing group based producer-processor linkages. It also aims to identify driving factors that can improve small farmer processor business linkages, and contribute to the improved competitiveness of small agri-processors.

    In Kyrgyzstan over 75 percent of agricultural land is cultivated by small-scale farmers. These farmers are facing a number of challenges in production and marketing due to limited land resources (each farmer has 1.35 ha of land on average), low production volumes, lack of permanent buyers and a lack of knowledge and skills in agricultural technology and agro-marketing. Processing enterprises are also encountering difficulties exporting their outputs, one of the reasons for which is a lack of hig h quality raw materials. The aim of this study is to investigate the agricultural sector in the Kyrgyz Republic by analysing the relationship between agro-industrial enterprises and small-scale farmers, and identifying the best practices of agro- industrial enterprises, which have managed to establish effective communication with local farmers and integrate them into national and international value chains. The study aims to identify a successful model of cooperation between enterprises and smal l-scale farmers, and to explore the possibilities for integrating small-scale farmers into value chains, as an alternative to cooperatives. The study applies a value chain analysis methodology; the specific tools on data collection and analysis used in the diagnostics were as follows: document analysis, a questionnaire survey, interviews and observation and analysis of stakeholders. In general, the data collection and interviews went well, but it should be noted that some enterprises provided on ly general information, and were not open to communicating specific information.

    In Turkey, small farms are being replaced by large farms, which is an effect globalization and multinational corporations gaining control over markets. At the same time, agricultural markets have changed drastically. Small-scale farmers now find it harder to compete with larger farmers who can provide consistent quantities of high quality products and services. The value chain and agricultural activities are also facing similar challenges. For this reason, the relationships between processors an d small-scale farmers are becoming more and more important in terms of food security. This report addresses the linkages between small-scale farmers and agricultural production processors in national and international value chains. It also examines factors affecting the competitiveness of small-scale farmer-processor business linkages by using some concrete cases from the agri-food industry in Turkey. In order to analyze these relationships, various sources were used. This report is based on exi sting studies, statistical material and statistical data.
