ArticleJournal articleAnalysis of independent forest vigilance experiences in Honduras, Panamá and Perú: inputs for the good forest governance

No results found.Illegal logging is one of the main drivers associated to tropical forest degradation and deforestation, being a problem structurally related to weaknesses in law enforcement and forest governance processes. Independent Forest Vigilance is a participatory and empowering social process in which civil society and independent actors verify legality in forestry activities and influence the sector’s transparency and governance. There are only few studies about the existing models of this activity, especially in Latin America. Within the framework of the FAO EU FLEGT Program, this study systematized Independent Forest Vigilance experiences and projects in three countries: the Independent Forest Monitoring and the ‘Contraloría Social’ (civil society controllership) of Forest Management and of FLEGT VPA in Honduras, the ‘Veeduría Forestal Ciudadana’ (forestry oversight) in Panamá, and the Indigenous ‘Veeduría’ in Perú. Three distinct vigilance approaches were identified: an intrasectorial operative approach, based on the verification of norm compliance in exploitation activities; a strategic extrasectorial approach, based on the verification of the performance of actors of the Honduras FLEGT VPA; and a territorial management approach, based on technical assistance, community representation and control in the forestry and environmental fields. Although the countries have conceptually well-developed mechanisms, the degree of practical application is variable, and even little consolidated in some cases. Economic sustainability, recognition by authorities, independence, and coordination with actors from the verification and control systems are the main challenges to be faced in the process of strengthening these mechanisms. Nonetheless, their great potential to contribute to the improvement of governance is widely recognized, especially in the realms of legality verification, control and law enforcement, institutional internal control systems, and the sector’s transparency. No results found.Insecure forest tenure can hamper even the most exemplary community forestry management initiatives. This paper describes and reflects on the case study of the Villa Santa Agroforestry Cooperative, a community organization located in eastern Honduras. Due to policy incoherence, the public forest area concessioned to them since the 1970's was later subjected to land privatization-individual titling schemes based on Agrarian Reform policies. This disrupted and fragmented the former collective tenure regime under which the Cooperative had well managed the forest. In 2012, the concession was almost revoked due to this situation threatening the livelihoods of hundreds of families that depended on it. Despite the challenging context, the institutional leadership and commitment shown by a renewed forest administration and the Cooperative reverted this decision. In 2013, both entities initiated an ample Forest-Land Regularization Process that included the cadaster of all public and private plots and their right holders. Wide open consultations were held with stakeholders, including private land-owners who negotiated mechanisms to work with the Cooperative. As a result, a Public-Private Forest Management Plan was approved; an innovative scheme that remains to this day the only of its kind in Honduras. These processes enabled the Cooperative to attract investments from government, private sector and donors, including agroforestry schemes to restore degraded areas and diversify incomes. Also, transactional costs of traditional activities like pine resination have lowered, and thus continue to sustain communities' livelihoods in the midst of the COVID19 crisis. Further research is still needed to evaluate the scale of the impact and sustainability of the initiatives, but the initial outcomes show the need to escalate its lessons and good practices to a renewed nation-wide community forestry policy that can better contribute to the SDG's livelihood and conservation objectives. No results found.The Philippines’ coastline measuring about 36,000 km is home to mangroves which play an important role in fisheries, forestry, and wildlife production. The Food and Agriculture Organization of the United Nations Environment Program defines mangroves as forest that occurs on tidal flats bordering coastal areas and along the mouths of rivers where water is brackish. Through the years, the area of mangrove forests has dwindled due to deforestation and other anthropogenic activities. Thus, the need for their rehabilitation and sustainable management is a very important concern. Recognizing this, the Socio-economic Team of the ASEAN-Korea Environmental Cooperation Project from the Philippines conducted research on the development of a set of Criteria and Indicators (C & I) for sustainable mangrove forest resources management. The C & I for mangroves were adapted from the C & I for Sustainable Forest Resources Management of the Philippines’ Forest Management Bureau. The research involved an assessment of the C & I for their applicability and adaptability to mangrove forests. The C & I covered the following criteria: 1) Enabling conditions for sustainable mangrove forest management, 2) Extent and condition of mangrove forests, 3) Mangrove ecosystem health, 4) Forest production, 5) Biological diversity, 6) Coastal resources protection, and 7) Economic, social, and cultural aspects. These criteria covered 35 indicators. The proposed C & I were field validated through focus group discussion (FGD) with selected members of the people’s organizations in the local communities and key informant interview (KII) with the Department of Environment and Natural Resources personnel. The study was conducted in Padre Burgos, Quezon; Puerto Princesa City, Palawan; and Getafe, Bohol. The results revealed that the FGD and KII respondents perceived the applicability and importance of the C & I in maintaining the sustainability of the mangrove resources in these areas. No results found.The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018. -

World food demand has seen massive changes, including a shift from staple foods to animal proteins and vegetable oils. In the short to medium term, this trend in global food demand will continue. There will be an increased demand for vegetable oils, meat, sugar, dairy products and livestock feed made from coarse grains and oilseed meals. There are numerous mid-term forecasts for the Russian Federation’s meat sector. Most of them agree on the following trends: (i) the consumption of poultry and p ork meat will increase; (ii) the consumption of beef will decrease or stabilize; and (iii) the Russian Federation will remain a net importer of meat on the world market. According to OECD and FAO projections, meat imports from the Russian Federation will decrease from 3 to 1.3 million tonnes, owing to an anticipated growth in domestic chicken meat and pork production. The country’s share in global meat imports is anticipated to decrease from 12 percent in 2006–2010, to 4 percent in 2021. While t he Russian Federation will continue to play an important role in the international meat market, it will fall from its position as the largest meat importing country in 2006–2010 to the fourth largest global meat importer by 2021, behind Japan, sub-Saharan African countries, and Saudi Arabia.
