    The evaluation was very timely as the report provided a snapshot of current and historical activities prior to initiating the country programme framework (CPF) for 2018-2022. The comments and recommendations will be useful inputs to the new CPF. The evaluation reviewed much of the work the country office has been undertaking over the last several years and reinforced the continuation of priorities. It highlighted the office strengths as well as areas that could use improvement. As the country ha s only had one CPF (2010-2015, revised/updated in 2015-2017), the independent outside consultants provided objective and constructive comments to help the new CPF be more strategic. They also noted for a small country office with limited human resources, the CPF needs to consider an appropriate scale and scope so that it’s manageable. The conclusions pointed to the broad role FAO has played as a committed partner to the government and within the United Nations system as well as the challenge of entering new and more relevant areas of work including poverty alleviation and women’s empowerment. Furthermore many of the initiatives undertaken in the Kyrgyz Republic have been appreciated and effective. Still, improvements in monitoring, evaluation and data collection would help understand results better as well as assign attribution.

    The FAO Office of Evaluation (OED) has been conducting country programme evaluations since 2005 to provide accountability to Member countries, national governments and development partners, and draw lessons and suggestions for programme improvement. Kyrgyzstan was selected as one of the countries in which to carry out a Country Programme Evaluation (CPE) in 2015.

    L'évaluation contribue à l'apprentissage institutionnel et à l’amélioration programmatique en tirant les leçons des projets de consolidation de la paix des Nations Unies (financés par le Fonds pour la consolidation de la paix). L’évaluation a examiné le processus de mise en œuvre du projet et les résultats en matière de consolidation de la paix.Le projet a produit des effets encourageants et tangibles qui laissent augurer que les populations épouseront à l'avenir des comportements et attitudes favorables au dialogue et à la gestion pacifique des conflits. Compte tenu du succès des clubs Dimitra, leur mise en place dans un plus grand nombre de villages permettrait de mettre en place des réseaux qui pourraient avoir un impact sur d’autres types de problématiques.

    Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II (from 2013 to 2018. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.
