Synopsis (short abstract) The following document represents the views of the independent evaluation mission on the performance and achievements of the project Strengthening of Agricultural Research in Eritrea (GCP/ERI/006/ITA). The project began its operations in September 2001 and most activities are planned to end in June 2006. (A forerunner project GCP/ERI/001/ITA Strengthening the Agricultural Research and Extension Division began in September 1996 and ended in March 2001.) After a slow start, a tripartite review mee ting (TPR) in March 2004 extended the project (initially up to December 2005, now planned for 2007), and also made a provision for a full-time CTA. This evaluation focuses on the current phase of the project and in particular on the period following the TPR, in order to assess results achieved and provide recommendations to the Government, FAO and the donor on the further steps necessary to consolidate progress and ensure achievement of overall objectives.

The report of the External Evaluation of Project GCP/ERI/006/ITA provides a comprehensive and factual overview of Project implementation, its achievements and constraints encountered. In general the Report is balanced and recommendations made, if implemented, will enable the National Agriculture Research Institute of Eritrea (NARI) to embrace a more focussed research agenda, stronger links with extension and have greater impact on agriculture sector development

FAO Eritrea, in partnership with the Ministry of Agriculture is implementing the national component of a global project entitled “Developing capacity in Agriculture Innovation System project: Scaling up the Tropical Agriculture Platform Framework”. The project aims to strengthen capacities to innovate for climate resilient agriculture and food system. One of the key activities of the project is the assessment of the Agricultural Innovation System (AIS) in Eritrea The assessment had the objectives to:
identify critical gaps, needs, opportunities, and good practices to formulate workable recommendations aiming at strengthening and making AIS more effective; and

develop an understanding of AIS and how it functions and supports climate-relevant transformation of agriculture and food systems.
This report presents the main findings of the AIS assessment in Eritrea. The study identified major bottlenecks and entry points for strengthening AIS as well as inform policy and decision makers on AIS performance and made recommendations for its improvement.
