Synopsis (short abstract) This project addressed the growing challenges to Pakistan's food security, particularly due to a rapidly increasing population, environmental pressures, and gender inequality. Although Pakistan had been agriculturally self-sufficient at the national level, household food insecurity worsened due to unequal access to nutritious diets and rising malnutrition, especially among women and children. Key contributors to this insecurity included outdated farming methods, climate change, biodiversity loss, and inefficient water use. Led by FAO Pakistan, the project supported the Government of Pakistan in transforming its food systems to achieve SDGs, focusing on Zero Hunger, reducing malnutrition, and promoting gender equality. It emphasized sustainable, resilient food systems, policy development, technical assistance, and multi-sector coordination, with special attention to the needs of women in agriculture. Despite their critical role in horticulture and food production, women faced barriers in accessing resources and financial services, so the project promoted gender-sensitive value chain development and equitable access to resources. The project tackled malnutrition, especially child wasting, by improving food security, promoting diversified and sustainable food production, and strengthening local farming communities. It implemented policy and social protection mechanisms to address climate change threats and support emergency resilience strategies, while promoting nutrition-sensitive agriculture.

    In 2011, the State of Food and Agriculture (SOFA) 2010–11 made the “business case” for addressing gender imbalances and the empowerment of women in agriculture and rural employment. Much has changed since then, and while the approaches available ten years ago are still important, they are no longer enough. Women are increasingly moving out of agricultural production and into jobs related to processing, preparing and marketing; those that remain in agricultural production face greater challenges due to overlapping crises, including climate shocks, conflicts, price and economic shocks. While continuing to take on a heavy burden of care and unpaid work, women also still face gender-based barriers in access to resources, services, opportunities and decision making and get lower returns on their labour. To respond to these challenges, group-based, agency, employment, transformational and policy approaches and digitalization are needed at the structural level to foster women’s more equitable participation in the evolving agrifood systems. In this context, the FAO report on The status of women in agrifood systems aimed to shed light on the current status of rural women, providing the latest data, lessons learned and recommendations for policy- and decision-makers. It would also help put gender equality and the empowerment of women at the centre of debates and research agendas on agriculture, food systems, food security and nutrition.

    This report showcases gender equality and women’s empowerment highlights in 2022 and 2023 and is divided into global and regional highlights. Its overall objective is to share major achievements, good practices and lessons learned in 2022–2023 and to guide FAO’s upcoming work to achieve gender equality and women’s empowerment. Gender equality and women’s empowerment is a cross-cutting theme that is inextricably linked to FAO's mandate and the priorities defined by its Strategic Framework (2022–2031). The FAO Policy on Gender Equality (2020–2030) states that “persisting inequalities between women and men are a major obstacle to agriculture and rural development and that eliminating these disparities is essential to building sustainable and inclusive food systems and resilient and peaceful societies”.
