Lessons from the past 50 years
2000The State of Food and Agriculture 2000 reports only very modest growth in world agricultural production in 1998, and the estimates for 1999 do not appear to indicate any improvement. Particularly for the developing countries, where the performance of the agricultural sector is of special concern, prospects for 1999 are for a noticeable slowdown in crop and livestock production - reflecting a negative trend that is now in its third consecutive year. It has been a difficult period for many of thes e countries, which have been facing unusually adverse climatic conditions, together with the negative economic impact of the financial crisis that erupted in 1997, declining prices of several of their major commodity exports and, in a number of cases, political instability and conflicts. Food supply disruptions associated with these problems have led to the outbreak or persistence of serious food emergency situations in a large number of countries - currently more than 30 - around the world. The close of a millennium is an opportune time for studying the past with a view to seeking lessons for the future. In its special chapter, "World food and agriculture: lessons from the past 50 years", The State of Food and Agriculture 2000 reflects on humankind's achievements and failures in fighting poverty and hunger over the past half-century - a theme that stimulates both historic and prospective thought. -

International hunger targets difficult to reach
2010At close to one billion, the number of undernourished people in the world remains unacceptably high in 2010 despite an expected decline – the first in 15 years. This decline is largely attributable to a more favourable economic environment in 2010 – particularly in developing countries – and the fall in both international and domestic food prices since 2008. The recent increase in food prices, if it persists, will create additional obstacles in the fight to further reduce hunger. -

No results found.The report reviews a broad range of food security and agricultural development policy decisions implemented over the period 2007 to 2012 in more than 70 countries in Asia, Africa, Latin America and the Caribbean. Selected policy decisions were analysed following FAPDA’s classification, dividing policy decisions into three main categories: producer-oriented policies, consumer-oriented policies, as well as trade-oriented and macroeconomic policies. Policy decisions reviewed included those most deb ated and most frequently implemented since the 2007/08 food price crisis. The report finds that the initial responses to the crisis tended to address immediate food security concerns with short-term, ad-hoc measures. Over the following years however, policy decisions reflected a more long-term and institutionalized approach. Governments are gradually moving from universal subsidies for food and fuel towards more targeted interventions to reach vulnerable and food insecure households. Moreo ver, a growing number of countries have shifted from short-term, ad-hoc cash or food-based interventions towards mainstreaming and institutionalizing social safety net programmes. The initial trade response was to ban or restrict exports and increase imports in efforts to achieve domestic food availability, measures which have since relaxed in support of producers. Also, Countries are increasingly establishing public food reserves to protect domestic supply in times of crisis. We also see a high degree of policy integration at the national level. However, protective trade policies at national levels have contradicted the efforts of regional food security and policy harmonization advocated by many regional economic communities.
