    Championing women as critical agents of change within their communities and in policy and decision-making processes at national and international levels is a fundamental step towards ensuring gender equality and climate-related issues are adequately addressed in agricultural policies and dialogue and considered by international climate finance mechanisms, government ministries and research institutions. Gender-responsive climate-smart agriculture refers to approaches that consider women’s and men’s specific priorities and their different access to resources, services, education and information to build climate resilience, through a focus on equality and agency. This brief showcases promising research and innovation, particularly from countries engaged through the Food and Agriculture Organization of the United Nations (FAO) Flexible Multi-Partner Mechanism (FMM) 149 project. Senegal, Uganda and Belize are highlighted as examples to inform policymakers, guide gender-responsive investments, policies, and strategies in countries’ work in response to climate change.     This policy brief is part of a series to present evidence from the strategies and praxis of the UN Joint Programme on Rural Women’s Economic Empowerment (JP RWEE). Based on case studies, experiences and evaluations from the JP RWEE, it draws conclusions and makes recommendations for expanding sustainable development and climate change policies and programmes, particularly for climate-resilient agriculture, that simultaneously advance rural women’s economic empowerment and protect the planet. It aims to enable international, national and local stakeholders to formulate evidence-based policies and practices that build on JP RWEE achievements to date, and also to address challenges and gaps towards the effective promotion of gender equality in a rapidly changing climate.

    Training module - How to integrate gender issues in climate-smart agriculture projects 2017

    The purpose of the training module is to provide learners with a better understanding of what the gender roles in CSA are and their critical impact on project outcomes and sustainability. The training will teach them about different methods and tools to identify, formulate, implement, monitor and evaluate gender-responsive actions and practices in CSA development projects. Through the training, learners will become familiar with the main concepts of gender, climate change and climate-smart agr iculture. They will also understand the relevance of gender dimensions in climate change adaptation and mitigation and in developing gender-responsive CSA interventions. Furthermore, they will learn the steps to take and tools and approaches available for conducting gender analysis and promoting gender mainstreaming in CSA project design, implementation and monitoring. The manual also presents available gender, climate change and CSA guidelines and other relevant materials to support learners in their work in implementing gender-responsive interventions. This training module provides basic information for organizing a short training workshop to develop gender mainstreaming capacities in CSA-related projects, throughout the whole project cycle. The module mainly focuses on activities in the field. It is important to recognize, however, that gender-responsive CSA development also requires actions at the institutional and policy level as well as changes in the existing social and cultura l norms. The module also provides some recommendations for better integration of gender issues in governments’ CSA policies and strategies.

    Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

    Repurposing food and agricultural policies to make healthy diets more affordable

    This year’s report should dispel any lingering doubts that the world is moving backwards in its efforts to end hunger, food insecurity and malnutrition in all its forms. We are now only eight years away from 2030, but the distance to reach many of the SDG 2 targets is growing wider each year. There are indeed efforts to make progress towards SDG 2, yet they are proving insufficient in the face of a more challenging and uncertain context. The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.
