    Consumers International supports the development of comprehensive "working principles for risk analysis," to support transparent food safety decision-making processes at both the international and national levels. Consistent, harmonized principles offer the promise of ensuring a high standard of health protection and food safety for consumers in all parts of the world, while avoiding creating unjustified trade barriers. The Codex Alimentarius Commission and several of its subsidiary bodies are c urrently developing consensus principles for risk analysis, and completion of that work is an urgent priority. Many opportunities for further progress in advancing risk management through sound principles are identified in this paper. They include spelling out more detailed principles for risk management of specific food safety problems, and expanding the Codex principles to make them useful as guidelines for national governments. A broader consensus is needed on clear principles for the applica tion of precaution and on the roles of science and non-scientific other factors in food safety risk management. And the scientific advisory system on which Codex and many national governments rely for risk assessments needs to be expanded and improved, to increase the quantity and quality of risk assessments to keep pace with demand.

    Ensuring efficient communication and interaction between food safety risk assessors and risk managers 2002
    The experts of the WHO Expert Consultation submitted the following principal comments: 1. Food Safety Authorities in Member Countries should structure their food safety system(s) on a risk-based approach that includes appropriate communication and interaction between risk assessors, risk managers, and stakeholders. 2. The functional separation of risk assessment and risk management is essential to the conduct of risk analysis activities. 3. Independence, transparency, and robustness o f the scientific analyses and advice are essential determinants of their credibility. Nonetheless, effective dialogue among risk assessors, risk managers, and other stakeholders is essential to maximize the utility of the assessment findings and to ensure that both scientific and societal goals are met. Concerning the interactions between risk managers and risk assessors, the terminology adopted or under discussion of the FAO/WHO Codex Alimentarius Commission is used. The same applies to the d escription of risk analysis.

    The Food and Agriculture Organization of the United Nations (FAO) maintains the “FAO GM Foods Platform”, available at http://fao.org/gm-platform/, a simple, easy-to-access, global online resource that shares information on food safety assessments of genetically modified (GM) plants. This user guide provides an easy reference for the Platform’s users so that they can effectively share their GM food safety assessment data in accordance with the relevant Codex Alimentarius guidelines. This user guide aims to ensure that user data remains up to date and provides global benefits, particularly in the case of low level presence situations. There are four types of FAO Foods Platform users: 1) Visitors, 2) Registered Users (Focal Points), 3) Content Administrator, and 4) IT manager. This user guide particularly targets Registered Users so that they can review, upload and use the relevant data on GM food safety assessments.

    The purpose of this manual is to give the reader a foundation of practical knowledge regarding all aspects of Pacific oyster cultivation. It is targeted at new entrants to the market wishing to establish a farm, and existing operators who wish to develop their farms and explore new cultivation techniques. The methodologies described can be applied both to low-tech, low budget, small-scale farming operations and to high-tech, big budget, industrial-scale aquaculture production enterprises. This guide focuses on the functional expertise and technical equipment required to construct and manage an operational farm in the diverse environmental and physical locations in which they can be situated, from the initial stages of finding and selecting a suitable site, to the conclusion of the first production cycle and harvesting the crop. The manual contains a brief introduction which describes the relevance of the species with regards to global aquaculture production figures and how it can form an important part of future food production strategies. Chapter 2 describes the anatomy and biology of Crassostrea gigas and gives an indication as to the environmental conditions in which the species thrives as well as the pathologies and predators that can result in poor health leading to potential mortalities. Chapter 3 deals with all aspects of undertaking a survey of potential oyster farming sites and what data should be collected and examined to assess a site’s suitability, but also which areas are best suited to different cultivation techniques. After this, Chapter 4 introduces the main farming techniques that will be described in detail in the following chapters, which includes off-bottom cultivation, on-bottom cultivation, and suspended cultivation, and gives details of some of the most common cultivation equipment necessary to undertake these operations. The techniques and strategies necessary to procure seed oysters and how to develop them through the nursery stage are also introduced. This includes the basic principles of upwelling, which then leads into Chapter 5, which provides a detailed description of how to build and operate one particular example of a Floating Upwelling System (Flupsy) which is suitable for use in remote but sheltered conditions. Chapters 6, 7 and 8 constitute the main body of the manual and provide an in-depth look into the three major cultivation techniques that this guide concentrates on: “Farming with trestles and bags in the intertidal zone”, “On-bottom cultivation in the intertidal or subtidal zone” and “Offshore longline cultivation”.
