Synopsis (short abstract) Indian Ocean Fisheries Commission (SWIOFC) area was held at the Sugar Beach Hotel in Flic-en-Flac, Mauritius on 1 and 2 October 2012, within the framework of the EAF-Nansen project (Strengthening the Knowledge Base for and Implementing an Ecosystem Approach to Marine Fisheries in Developing Countries). The meeting was attended by 20 participants from the South West Indian Ocean (SWIO) countries, the South West Indian Ocean Fisheries Project (SWIOFP), the SmartFish project and FAO. The principal objectives of the workshop include receiving updates on progress in the implementation of the EAF-Nansen project, examining the progress of work of the National Task Groups (NTGs), in particular the preparation of the fisheries management plans, and preparation of the Regional Steering Committee (RSC) meeting scheduled for 3 October 2012 at the same venue. The participants were taken through the EAF management planning process and the expected outputs of the EAF country projects.

    The third meeting of the EAF-Nansen project Regional Steering Committee for the South West Indian Ocean Fisheries Commission (SWIOFC RSC) area was held at the Sugar Beach Hotel in Flic-en-Flac, Mauritius on 3 October 2012. The meeting was attended by representatives from Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, and the United Republic of Tanzania. Representatives of the Agulhas and Somali Current Large Marine Ecosystem (ASCLME) project and the South West Indian Oc ean Fisheries Project (SWIOFP) also attended the meeting. The RSC is responsible for assessing the project progress and formulating recommendations to the project coordinating unit regarding requirements, priorities and work-plans for project implementation in the respective region. The meeting was started with an overview of the composition and mandate of the RSC. Activities undertaken under the project, especially in the preparation of fisheries management plans and some of the achievements ma de were also presented and discussed. The recommendations compiled in the course of the meeting were discussed and adopted by the RSC.

    La troisième réunion du Comité de pilotage régional (CPR) du projet EAF-Nansen pour la zone de la Commission des pêches pour le sud-ouest de l’océan indien (CPSOOI) s’est tenue à l’hôtel Sugar Beach à Flic-en-Flac, Maurice, le 3 octobre 2012. La réunion a rassemblé des représentants des Comores, du Kenya, de Madagascar, des Maldives, de Maurice, du Mozambique, des Seychelles et de la République unie de Tanzanie. Des représentants du projet sur les grands écosystèmes marins des Courants d’Aghulha s et de Somalie (ASCLME) et du projet des pêches du sud-ouest de l’océan indien (SWIOFP) étaient également présents à la réunion. Le CPR est responsable de l’évaluation des progrès réalisés par le projet et de la formulation de recommandations à l’unité de coordination du projet concernant les exigences, les priorités et les plans de travail pour la mise en oeuvre du projet dans leurs régions respectives. La réunion a commencé par un aperçu de la composition et du mandat du Comité de pilotage ré gional. Les activités entreprises au titre du projet, plus particulièrement la préparation des plans de gestion des pêches et certaines réalisations, ont également été présentées et discutées.     This document contains the report of the Fourth Annual Meeting of the Aquaculture Network for Africa (ANAF), which was held in Entebbe, Uganda, from 4 to 6 December 2012. The participants addressed and made decisions on matters concerning relevant follow-up to the third ANAF meeting. The meeting was attended by the ANAF National Focal Points from nine member countries, two international consultants, two representatives from NEPAD, a representative from ACP FISH II (Eastern Africa), a consultant from the FAO Regional Office for Africa and an FAO Aquaculture Officer. The meeting discussed the steps for the establishment and management of National Aquaculture Advisory Group (NAAG) and National Aquaculture Farmer Associations (NAFA) in ANAF Member Countries. The participants adopted a strategy to turn ANAF into a functional Intergovernmental Organization and they discussed and endorsed the ANAF work plan for 2013. During the session, three task forces were established and elaborated the ir terms of references for the preparation of three distinguished reports. These reports will describe the measures that ANAF member countries shall take in order to turn the ANAF into an Intergovernmental Organization. The reports will be presented and finalized at the Fifth ANAF Annual Meeting to be held in September 2013 in Dakar, Senegal.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.

    The Parties discussed the results of the questionnaire for the review and assessment of the effectiveness of the PSMA, agreeing that the questionnaire was a useful tool, whilst noting the need for further improvements. The Parties tasked the FAO to review the questionnaire, and agreed that the questionnaire would be completed every four years. Parties noted that whilst progress has been made in effectively using the PSMA to combat IUU fishing, a number of challenges remain. Parties welcomed the useful information provided by Regional Fishery Bodies (RFBs) related to progress made in the implementation of the PSMA, and agreed that a standardized questionnaire for RFBs is needed. Parties tasked FAO to develop a first draft of this questionnaire. The Parties welcomed the prototype of the global information exchange system (GIES) and agreed that it should enter a pilot phase. They also reiterated the importance of the availability of information related to the national contact points for the PSMA. The Parties expressed the importance of receiving support on the implementation of effective monitoring, control and surveillance, enforcement and the implementation of GIES. The Secretariat announced the launch of the Global Capacity Development Portal. The Parties requested that discussions around developing a strategy to improve the effectiveness of the PSMA be deferred to an ad hoc working group, and approved the terms of reference of the PSMA Strategy Ad Hoc Working Group.
