MeetingClimate Action for Agriculture: Strengthening the Engagement of Agriculture Sectors to Implement the Climate Change Elements of the 2030 Agenda in Asia and the Pacific 2018Climate change poses a systemic risk to the achievement of food security in Asia and the Pacific. In acknowledgement of this risk, member countries in the region have highlighted the agriculture and land sectors as key priorities for action under the Paris Agreement (SDG 13) and the Sendai Framework on Disaster Risk Reduction. Strategic engagement by Agriculture, Livestock, Forestry and Fishery Ministries in these international frameworks will enhance the capacity to finance and scale up measures to strengthen the climate resilience of food and agriculture systems. This paper provides a review of current knowledge on climate change risks to food security in the region and the opportunities and challenges for the agriculture and land sectors to play a more ambitious role in implementing the Paris Agreement and Sendai Framework. It discusses the potential benefits of strong, sector-based action in support of achievement of the SDG targets related to food security, as well as the potential contributions from strategic partnerships involving the private sector, civil society, South-South and triangular cooperation and development partners. The paper cites novel adaptation strategies, such as geographic indications - GI and Globally Important Agricultural Heritage Systems - GIAHS, that can help farmers increase resilience and provide a buffer against extreme climate events. Member countries are invited to provide guidance on how FAO can best support their efforts to address the needs and priorities of the agriculture sectors under the climate change-related elements of the 2030 Agenda and how FAO, through its Global Strategy and Regional Initiative on Climate Change, can best support member countries to plan and implement sector-specific action to address climate change risks to food security.

No results found.This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups. -

No results found.Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.
