Synopsis (short abstract) There is ample evidence that, when properly conducted, especially as a business (commercial) activity, aquaculture can make significant contribution to national food security, poverty alleviation and economies, factors which often determine policy makers’ support to any sector. Yet, quantitative evaluation of these merits is poorly documented, particularly in developing countries, which often limits the much needed political and financial support to the sector for its adequate development. This paper suggests to measure aquaculture’s contribution to national economy through “Aquaculture Value-Added Multiplier” and its contribution to poverty alleviation through “Aquaculture Employment Multiplier”. It also suggests to use the “Net Sum of Protein-Equivalent” and the “Ratio between the Net Foreign Exchange Earning of Aquaculture and the Total Value of Food Imports” to assess the direct and indirect contributions of the sector to food availability (one of the three dimensions of food secur ity), while “Aquaculture Labour-income and Employment Multipliers” can be used to quantify the sector’s contribution to food access (second dimension of food security) and “Aquaculture Tax multiplier” and the “Ratio between the Aquaculture Net Foreign Exchange Earning and the Whole Economy Net Foreign Exchange Earning” can be used to estimate aquaculture’s contribution to food utilisation (the third dimension of food security). The text uses “commercial aquaculture” all along, but the methodolog y developed can be applied to aquaculture in general.

    About 70–80 percent of all those actors involved in fish farming worldwide are considered small-scale. The small-scale aquaculture (SSA) sector, is recognized as making an important contribution to food security, poverty alleviation and socioeconomic development. However, assessing its contribution in a systematic way has been an uphill task. An expert workshop on “Enhancing the contribution of small-scale aquaculture to food security, poverty alleviation and socio-economic developme nt” was convened to: (i) understand SSA and its contribution/potential contribution and challenges/issues facing the sector and the SSA producers; (ii) identify and elaborate on entry points for enhancing its contribution to food security, poverty alleviation and socio-economic development; (iii) identify concrete action plans to strengthen the capacity of SSA producers and households to deal with threats, risks, shocks, crises and emergencies; and (iv) identify elements of a planned Technical Guidelines for Enhancing the Contribution of Small-Scale Aquaculture to Food Security, Poverty Alleviation and Socio-Economic Development within FAO’s Code of Conduct for Responsible Fisheries technical guidelines series. Some 38 experts from governmental, inter-governmental, regional and international organizations, and universities participated in this expert workshop. The report and proceedings of this expert workshop are presented in this publication. Part 1 contains t he outcomes of the deliberations of the experts participating in the workshop; Part 2 consists of 18 technical papers presented during the workshop.

    The Inception Workshop of the FAO Extrabudgetary Programme on Fisheries and Aquaculture for Poverty Alleviation and Food Security (Rome, 27¿30 October 2009) was held to generate inputs and guidance to the contents and process of developing an assistance programme for fisheries and aquaculture. The programme¿s overall goal is to ensure that responsible and sustainable use of fisheries and aquaculture resources make an appreciable contribution to human well-being, food security and poverty allevi ation. The workshop stressed the need to include fisheries and aquaculture, especially the small-scale subsectors, into poverty alleviation, food security and disaster risk reduction policies and programmes. These should be informed by a human rights approach to development. The challenges to advance the poverty alleviation and food security agendas are considerable. Concerted efforts and partnerships at different levels and scales are needed and interventions should be firmly anchored in the re gional, national and local context. It is vital to build up national and local ownership in accordance with the Paris Declaration and this should be a key requirement for the inception phase and beyond.

    The SWSR is a reference document on the status of global soil resources that provides regional assessments of soil change.
