Les investissements financiers dans les secteurs de la pêche et de l’aquaculture ont traditionnellement été limités. La production et la rentabilité de ces secteurs ont toujours été assez imprévisibles. Ils présentaient donc des modèles économiques risqués pour le secteur financier. Cependant, notre compréhension de la manière de gérer cette imprévisibilité, grâce à des meilleures pratiques établies et à une technologie en constante amélioration, a changé ce paradigme. Le secteur financier et les secteurs de la pêche et de l’aquaculture peuvent bénéficier mutuellement d’une collaboration étant donné leur dimension et leur impact économique, notamment au niveau des contributions à l’emploi, la valeur ajoutée et la sécurité alimentaire. Les notes d’orientation sur la finance bleue, préparées dans le cadre de l’Initiative en faveur de la croissance bleue de la FAO, sont des brochures sur la microfinance et l’assurance pour les professionnels du secteur de la pêche artisanale et les petits producteurs aquacoles, les obligations bleues, la finance mixte et l’investissement à impact. Ces brochures visent à fournir aux acteurs gouvernementaux, non gouvernementaux, privés et publiques des informations, des ressources et des moyens concrets d’obtenir des financements et de soutenir les transitions vers la croissance bleue au niveau local, national, régional et mondial. -

This “microfinance for small-scale fisheries” brochure is one of the Blue Finance guidance notes, prepared under FAO's Blue Growth Initiative. Other brochures in the Blue Finance guidance notes series cover subjects such as insurance for small-scale fisheries and aquaculture, blue bonds, blended finance and innovative investment approaches. The Blue Finance guidance notes aim to provide governmental, non-governmental, private and public stakeholders with information, resources and concrete pathways for obtaining finance to support blue growth transitions at local, national, regional and global scales. This brochure describes why microfinance is important for small-scale fisheries and aquaculture and gives insight in microfinance and how it works. The benefits of microfinance for small-scale fisheries are listed and challenges and solutions are discussed. The brochure shows how to create an enabling environment for credit and microfinance provision in support of blue growth and presents models for the provision of microfinance services to small-scale fishers. It also contains some case studies from successful aquaculture and fisheries microfinance projects in the Gambia, India and Viet Nam. -

Pandémie de maladie à coronavirus 2019 (covid-19)
2021L’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO) a élaboré la présente note d’orientation en vue de soutenir le quatrième pilier des activités menées au niveau national dans le cadre du volet du Plan de réponse humanitaire global covid-19 qui concerne la FAO: «veiller à ce que les acteurs de la filière alimentaire ne soient pas exposés au risque de transmission de la covid-19» grâce à la communication sur les risques et à l’interactivité avec la population, en collaboration avec l’Organisation mondiale de la Santé (OMS) et les autorités nationales. Conformément aux engagements pris par la FAO en matière de responsabilité à l’égard des populations touchées, cette note vise à aider les bureaux nationaux à concevoir et à mettre en œuvre des initiatives inclusives de communication sur les risques et d’interactivité avec la population. L’accès à des informations fiables peut permettre à chacun de prendre des décisions pour se protéger, en connaissance de cause. En outre, la compréhension des facteurs qui déterminent les comportements et l’intégration de ces connaissances dans la communication peuvent accroître la probabilité que des informations aboutissent à l’action souhaitée. L’objectif est d’encourager, de mobiliser et d’inclure les parties prenantes dans le cadre des efforts visant à prévenir les risques et à y faire face en adaptant la communication aux réalités locales. Dans le cas de la covid-19, la communication sur les risques et l’interactivité avec la population permettent aux autorités et aux populations de travailler ensemble en vue de promouvoir des comportements sains et de réduire le risque de propagation des maladies infectieuses.

The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.

Chapter 2 sharpens the focus on fishery subsidies, discussing: first, the various types of subsidies that have been used, or are currently used, which affect fisheries; second, a selective history of fishery subsidies that have been implemented in a number of countries, mostly in the western hemisphere; third, a brief history of fishery management and overfishing; fourth, the concern with, and analysis of, fishery subsidies, both by national and intergovernmental agencies, that followed the publication of the FAO document Marine Fisheries and the Law of the Sea: A Decade of Change in 1992; fifth, problems encountered in the measurement of fishery subsidies; and sixth, the discussions of overfishing and fishery subsidies that have taken place in international fo ra from the Cancun International Conference on Responsible Fishing in May 1992 to the Johannesburg World Summit on Sustainable Development in September 2002. The third chapter considers current discussions of how the international community might be able to impose sufficient discipline to bring under control the subsidies that stimulate overfishing. The annex is a more technical discussion of the linkage between fishery subsidies and their effects on sustainability and trade.

Transforming food systems for food security, improved nutrition and affordable healthy diets for all
2021In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation.To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world.In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.
