التقرير الشهري حول اتجاهات أسعار الأغذية
2017حافظت الأسعار الدولية للقمح والذرة على استقرارها نسبياً خلال نوفمبر/تشرين الثاني، ما يعكس ظروف الإمداد الجيدة، في حين شهدت عروض أسعار تصدير الأرز تحسناً وسط زيادة الاهتمام بشراء المنتج وتقلبات سعر العملات ففي أفريقيا الشرقية، واصلت أسعار الحبوب تراجعها خلال نوفمبر/تشرين الثاني في جلّ البلدان مع الحصاد الجاري لموسم2017، لتصل إلى مستويات نظيرتها قبل عام أو تنخفض عنها مع بعض الاستثناءات. بالمقابل، ارتفعت الأسعار في السودان لتصل إلى مستويات قياسية في بعض الأسواق، مدفوعة بشكل رئيس بتراجع حاد في قيمة الجنيه السوداني في السوق الموازية وفي أمريكا الوسطى، تراجعت أسعار الذرة البيضاء خلال نوفمبر/تشرين الثاني مع عودة تدفقات السوق إلى وضعها الطبيعي عقب الاضطرابات التي نجمت عن الأمطار الغزيرة خلال الشهر المنصرم. ولعل التوافر الجيد للمنتج على الساحة المحلية أبقى الأسعار عند مستويات أدنى من نظيرتها قبل عام -
Book (series)Bulletin# نشرة خاصة 6 FPMA 2015شهدت أسعار تصدير القمح والذرة ارتفاعاً بصفة عامة خلال يونيو/حزيران نتيجة مخاوف ذات صلة بتأثير الطقس غير المؤاتي في المحاصيل خلال هذا الشهر في البلدان المنتجة لها بشكل رئيس. بالمقابل، تراجعت أسعار الأرز على المستوى الدولي بدرجة أكبر، وذلك بفعل ضعف الطلب على الواردات. بصفة عامة، بقيت أسعار الحبوب خلال يونيو/حزيران أدنى بكثير من مستويات نظيرتها قبل عام بفعل التوقعات الإيجابية حيال إنتاج هذا العام في شرق أفريقيا، تراجعت أسعار الذرة في كينيا وفي جمهورية تنزانيا المتحدة وأوغندا خلال يونيو/حزيران وذلك عقب الزيادات الحادة التي شهدتها خلال الأشهر السابقة، بفعل كميات الواردات مؤخراً والحصاد الراهن لعام 2015، الذي لن يصل إلى المعدل بحسب التوقعات في الجنوب الأفريقي، تواصل ارتفاع أسعار الذرة خلال يونيو/حزيران في جنوب أفريقيا التي تمثل المنتج الرئيسي، وذلك مع استمرارية استجابة الأسواق للتوقعات بإمداد الأسواق بكميات أقل خلال موسم 2015/16 عقب التراجع الحاد في إنتاج الذرة لهذا العام. أما في بقاع أخرى من المنطقة دون الإقليمية، شهدت الأسعار تراجعاً موسمياً بفعل الإمدادات الجديدة من حصاد 2015 الذي شارف عل ى نهايته في غرب أفريقيا، سُجلت زيادات كبيرة في أسعار الحبوب لدى بلدان الساحل خلال الأشهر الأخيرة، وذلك تبعاً للتوقعات بإنتاج غير مضمون لمحاصيل الموسم الأول لعام 2015 بفعل تأخر الأمطار، ناهيك عن تراجع قيمة العملات الوطنية في أمريكا الوسطى ومنطقة البحر الكاريبي، شهدت أسعار الذرة ارتفاعاً بصفة عامة خلال يونيو/حزيران وبقيت أعلى بشكل بارز من مستويات نظيرتها قبل عام. أما أسعار الفاصولياء فتحسنت في جلّ البلدان ووصلت إلى مستويات قياسية في جمهورية الدومينيكان، مدفوعة بتدني حصاد موسم 2014/15 وانخفاض الوار دات

2005The objective of the Voluntary Guidelines is to provide practical guidance to States in their implementation of the progressive realization of the right to adequate food in the context of national food security, in order to achieve the goals of the World Food Summit Plan of Action. They provide an additional instrument to combat hunger and poverty and to accelerate attainment of the Millennium Development Goals. The Voluntary Guid elines represent the first attempt by governments to interpret an economic, social and cultural right and to recommend actions to be undertaken for its realization. Moreover, they represent a step towards integrating human rights into the work of agencies dealing with food and agriculture. -

The guidelines set out principles and internationally accepted standards of responsible practices for the use and control of land, fisheries and forests. They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance. The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.
